Luckily, after doing some research and talking with other artists in the industry, I was able to find 11 fabulous top hat clipart resources. The top hat clipart shown on this page is royalty-free for personal and commercial use.

This one might have the same cartoon figure as the one in clip art number two, but it’s hard to tell for sure. This figure is shown from a different angle and he has his back turned away from the viewer as he waves something brown with white cream over another man who appears to be sitting down.
