This should be exclusive of the back head tape and forth head tape. You might end up with a shorter zipper when you incorrectly include either the back head tape or forth head tape. 

Open-Ended Zipper

To measure a standard open-ended zipper, you can measure the length from the upper tip of the zipper slider down to the lower part of the open part that doesn’t include the fourth head tape. Mistakenly including the forth head tape will only give you a shorter tip. 

Two Way Close Ended Zipper

Meanwhile, the length of X shape standard two close-ended zippers is measured from the upper part of one zipper slider to the upper tip of the second zipper slider without including the back head tape and forth head tape.

Two Way Open Ended Zipper

The length of standard two way open-ended zippers is measured starting from the upper part of the zipper slider down to the lower tip of reinforcing tape to the bottom part of the open part without including the forth head tape. 

Allowable Tolerance

All types of zippers will have natural tolerance because of different factors like the involved techniques, the machine’s operation speed, and the zipper chain’s tensility during the process of manufacturing. In general, the allowable tolerance has a direct proportion to the length of the zipper.
